Meghan Carruthers

Meghan is a Special Counsel in Mills Oakley’s Health and Life Science Group. She has over twenty years’ experience working in health law. She advises hospitals and other health care providers, health practitioners, professional bodies, manufacturers, and distributers of therapeutic goods in relation to regulatory compliance, governance, policy development, clinical research and privacy. She also has significant experience acting for health care providers and practitioners in the defence of claims for professional negligence, disciplinary proceedings and in coronial inquests.

Expertise

Meghan’s expertise includes:

  • The regulation of health services including private health facilities, pharmacies, IVF providers, cosmetic medicine and telehealth.
  • Therapeutic goods regulation (prescription medicines, OTC medicines, complementary medicines, unregistered medicines, medical devices, medicinal cannabis), including import and export.
  • Prohibited practices provisions of the Health Insurance Act 1973 (Cth) with respect to pathology and diagnostic imaging providers.
  • Regulation of veterinary practitioners and veterinary medicines (both registered and unregistered products), including import and export.
  • Advertising and promotion of health services and therapeutic goods.
  • Clinical research and ethics.
  • Regulation of cosmetics, foods, and industrial hemp.
  • Acting in a variety of proceedings, primarily in medical negligence claims, brought in the District and Supreme Courts of NSW, and Federal and High Courts of Australia.
  • Acting for a range of health practitioners and providers in complaints and disciplinary matters before the Health Care Complaints Commission, professional bodies and in the NSW Civil and Administrative Tribunal; and in coronial inquests.
  • Advising a professional registration board in relation to the regulation of the profession including the investigation and determination of professional conduct complaints, and in administrative appeals and disciplinary proceedings before the NSW Civil and Administrative Tribunal.
